Having been in receipt of the maximum pay of my present post since lat. January, 1900, I have now the honour to apply through you for an increase of salary, and trust that after considering my application you may be able to recommend His Excellency the Governor to grant the increase asked for.

In support of my application I desire to re- -count certain facts which may aid in clearly setting forth the nature of my post, and my own position regarding it.

I joined the service on 3rd. March, 1891, 80 that on that date this year I will have completed twenty years in the Service.

My original appointment was made by the Crown Agents on the recommendation of Osbert Chadwick, Esq., C.E., C.M.G.

At the time of my appointment I occupied the position of Secretary to a large commercial concern Messrs. Barry, Henry & Co., Ltd., Engineers, Founders, &c., of Aberdeen and London and had good prospects.

Particulars regarding the nature of the Hong- -konɛ appointment and prospects were supplied to me by Er. Chad-

-wick as representing the Government, and his stated belief, that, the senior posts in the Service were open to me if I proved satisfactory, influenced me in my decision to take up the ap- -pointment.

I had in view of course such senior positions as the Treasurership, Post Office, &c. I have already pointed this out to the Government with Mr. Chadwick's approval.
